There be and there hereby is created a recreation board to be known as the "Sellersville Park and Recreation Board," which shall consist of nine persons, citizens of the Borough of Sellersville, to be appointed by said Borough Council, each to serve for a term of five years, and one or two or three, as the case may be, to be appointed at the first meeting of the Borough Council of each and every year hereafter.
Said Recreation Board for and on behalf of the Borough Council of the Borough of Sellersville shall have all the powers granted to such recreation boards by the Pennsylvania Borough Code[1] and shall have full charge of and supervise the use and control of any and all lands that may now or hereafter be dedicated for park or recreation purposes by said Borough, whether the same be owned or leased by said Borough. It shall have the power and authority to receive and accept lands, property and money contributed, leased or sold to said Borough for park purposes by any individual, firm, corporation or municipal subdivision; provided, however, that no gift, sale or lease of land or property, other than money, be accepted by it without the approval of the Borough Council first had and that no gift, loan or use of money be accepted without such approval unless the same be made absolutely and unconditionally.

It shall, from time to time and at least semiannually, make full report of its activities to the Borough Council, together with such recommendations which it may desire to make.
It shall enter into no written or oral agreements or contracts for or on behalf of the Borough or which may in any way involve the expenditure of funds by said Borough without the approval of the Borough Council first had. It may, however, expend, in a manner to be determined by it for the maintenance or improvement of any lands now owned, leased or possessed by said Borough, or such as may hereafter be purchased, leased or possessed for park or recreation purposes, such sums as may be contributed to it or appropriated to it by the Borough Council for that purpose.
It shall appoint such officers and committees as may best enable it to exercise its powers, meet at least bimonthly and govern its proceedings by such rules, regulations or bylaws which it may adopt, the officers so elected reporting regularly to the Borough Council.
Said Sellersville Park and Recreation Board is hereby designated to act as the Sellersville Shade Tree Commission, and all of the rights, duties and powers of the Shade Tree Commission as established in the Pennsylvania Borough Code[1] are hereby conferred on the Sellersville Recreation Board, subject, however, to the provisions of this chapter concerning contracts and expenditures.
