There is hereby established in the Office of the Mayor, a Commission
for the Handicapped to make recommendations to the City of Washington
regarding the accessibility of a handicapped individuals to public
parking, public buildings and/or municipal buildings within the limits
of the City of Washington and further to promote public understanding
of and interest in the problems of the physically handicapped person.
The Commission shall make recommendations applicable to all buildings
and structures, giving particular attention to those hereinafter erected,
to which the public is invited or which are open to the public, whether
or not on payment of a fee; and to any hospital, school, college,
church or structure used for meeting places; and to theaters and places
of amusement and lecture halls within the limits of the City of Washington.
The Commission shall consist of nine members to be appointed
by the Mayor and Council. All members shall be appointed for a three-year
term. Each member shall continue to serve after his or her terms until
a successor has been appointed. The persons appointed may be residents
of other than the City of Washington, provided that, at all times,
at least two members of the Commission shall be residents of the City
of Washington.
The Commission shall adopt such rules and regulations for its
own organization, operations and procedures as the Commission shall
deem necessary to administer and implement this article.
