Wherever a space is marked off on any street for the parking
of an individual vehicle, every vehicle parked there shall be parked
wholly within the lines bounding that space, and it shall be a violation
of this Part for any person to park a vehicle or allow it to remain
parked otherwise.

It shall be unlawful for any person to park, or to allow to
remain parked, on any of the following streets or parts of streets,
any vehicle as follows:
A. No commercial motor vehicle under the Vehicle Code of the Commonwealth
of Pennsylvania and no trailer or semitrailer shall be parked or left
standing on any of the streets or alleys of this Borough except while
actually engaged in loading or unloading.

The following are established as special purpose parking zones,
and it shall be unlawful for any person to park a vehicle or to allow
it to remain parked, in any such zone, except as specifically provided
for that zone:

It shall be unlawful for any person to stop, stand or park a
vehicle (other than a pedalcycle) on the roadway side of any vehicle
stopped or parked at the edge or curb of any street, except that standing
or parking for the purpose of loading or unloading persons or property
shall be permitted on the following named streets on Monday through
Saturday, between the hours of 9:00 a.m. and 11:30 a.m. and between
the hours of 1:30 p.m. and 4:00 p.m., and for no longer than necessary
for the loading or unloading.

Only angle parking shall be permitted on the following portions
of streets:

On all streets where angle parking is required, every vehicle
parked at the angle shall be parked with its front nearest the curb.

Except when necessary to avoid conflict with other traffic or
to protect the safety of any person or vehicle, or in compliance with
law or the direction of a police officer, no person shall:
A. Stop, stand or park a vehicle:
(2)
Alongside or opposite any street excavation or obstruction when
stopping, standing or parking would obstruct traffic.
(4)
At any place where official signs prohibit stopping.
B. Stand or park a vehicle:
(1)
In front of a public or private driveway.
(2)
Within 30 feet upon the approach to any flashing signal, stop
sign, yield sign or traffic control signal located at the site of
a roadway.
(3)
Within 15 feet of a fire hydrant.
(4)
At any place where official signs prohibit same; and the Borough
Council, by the adoption of a resolution authorizing the erection
thereof, is hereby authorized to erect official signs where standing
or parking would constitute a safety hazard or where the standing
or parking of vehicles unduly interferes with the free movement of
traffic.
C. Park a vehicle:
(1)
At any place where official signs prohibit parking.
(2)
At any place where official signs indicate that parking is prohibited
on certain days and times because of scheduled street sweeping and
maintenance.

1. Any person who violates any provision of this Part shall, upon conviction,
be sentenced to pay a fine of not more than $15 and costs.
2. Any person who violates the provisions of Chapter
15, Part
4, General Parking Regulations, § 405.3 or Chapter
15, Part
4, General Parking Regulations, § 405.4 shall, upon conviction, be sentenced to pay a fine of not more than $50 and costs.
3. It shall be the duty of the police officers and of parking enforcement
personnel of the Borough to report to the appropriate official all
violations of any provision of this Part, indicating, in each case,
the Section violated, the license number of the vehicle involved in
the violation, the location where the violation took place, and any
other factors that might be necessary in order to secure a clear understanding
of the circumstances attending the violation. The police officer or
other person making the report shall also attach to or place upon
every such vehicle a notice stating that the vehicle was parked in
violation of this Part.
