A. 
No person shall build, add onto, or alter any structure without first obtaining a building permit. Any structural changes or major changes to mechanical systems that involve extensions shall require permits (this includes the replacement of furnaces and hot water heaters). Restoration or repair of an installation to its previous code compliant condition may be determined by the Building Inspector to be exempted from permit requirements.
B. 
Building permits required by the Village shall be submitted to the Building Inspector on forms provided as per Article XXXVII of the Village Zoning Ordinance. No work shall commence until the issuance of such permit. Failure to acquire proper permits prior to starting a particular phase of construction shall cause the permit fee to be doubled; on a second offense the permit fee shall be tripled and third offense shall quadruple. Failure to acquire a permit may in addition bring about fines for violating Village ordinance.
A. 
The Building Inspector is authorized with due cause to issue a stop-work order on any excavation or building project or portion thereof. This stop-work order may be used as an enforcement tool to achieve compliance with either applicable building code or Village ordinance. Stop-work orders may be an exclusive remedy or may be in conjunction with the withholding of any further building permits and the assessment of fines.
B. 
Any person, firm or corporation who or which violates the conditions of a stop-work order shall be issued a citation for every day of violation.

There shall be no construction-related activity beyond the hours of 7:00 a.m. to 8:00 p.m. Monday through Saturday and 8:00 a.m. to 5:00 p.m. on Sunday which disturbs the peace and quiet of any neighborhood.
It is hereby declared that all buildings provided with sanitary sewers are subject to backflow or backwater. Therefore, building drains on all new construction shall be protected with a backwater valve. Exception: Where there are no plumbing fixtures located below grade, push-in flood-guard valves may be installed in all below-grade receptors. Buildings with no basements are not required to provide backflow protection unless the building is located in a flood designated area or is being served by a lift station.
The purpose of this chapter is to promote the general health, safety and welfare.
The following Wisconsin Administrative Codes, their referenced codes and standards, and subsequent revisions are adopted for municipal enforcement by the Building Inspector, who shall be residentially and commercially certified by the Wisconsin Division of Safety and Buildings:

G. 
Chapter SPS 361, Administration and Enforcement, which includes adoption of the IBC, IECC, IMC and IFGC.

Except as otherwise provided, any person found to be in violation of any provision of this chapter or any order, rule or regulation made hereunder shall be subject to a penalty as provided in § 1-4 of the Code of the Village of Bellevue.
