No person shall sell or distribute within the corporate limits of the Borough any alcoholic beverages without first having obtained a license for said purpose, issued pursuant to this chapter or state law.

(a) 
The classes of licenses to be issued by the Council are hereby fixed as follows:
(1) 
Plenary retail consumption license.
(2) 
Plenary retail distribution license.
(3) 
Club license.
(b) 
No limited retail consumption license shall be granted.

The annual fees for licenses shall be as follows:
(a) 
Plenary retail consumption license: $900.
(b) 
Plenary retail distribution license: $450.
(c) 
Club license: $125.
