No person shall exhibit or cause to be exhibited in the Borough any circus, menagerie, carnival or other show or conduct a street parade in connection therewith without first obtaining a permit therefor from the mayor and council of the Borough.[1]

The applicant shall file an application for a permit on a form supplied by the Borough clerk.
(a) 
A copy of the application shall be referred by the Borough clerk to the chief of police. The chief shall investigate the location wherein it is proposed to hold said show or exhibition and over what route a contemplated street parade will be held.
(b) 
The chief of police shall approve the issuance by the Borough clerk of a permit when, from consideration of the application and from such other information as may otherwise be obtained, he finds that the conduct of the activity:
(1) 
Will not require diversion of Borough employees so as to prevent the furnishing of essential police, fire and health services in the Borough;
(2) 
Is not reasonably likely to cause injury to persons or property, provoke disorderly conduct or create a disturbance;
(3) 
Will not substantially interrupt the safe and orderly movement of other traffic contiguous to its route.
(c) 
After approval by the chief of police, the application shall be presented to the mayor and council and no permit shall be issued unless approved by the chief of police and the mayor and council.

The provisions of section 1-9 of these Revised Ordinances shall be applicable to this article.
