Pursuant to the provisions of Section 5 of the Municipal and
County Utilities Authorities Law of the State of New Jersey, N.J.S.A.
40:14B-1 et seq., as amended and supplemented, there is hereby created
a public body corporate and politic under the name and style of the
"Southeast Morris County Municipal Utilities Authority."

The Southeast Morris County Municipal Utilities Authority, (the
Authority) is and shall be an agency and instrumentality of the Township
of Hanover, in the County of Morris, the Township of Morris, in the
County of Morris, the Borough of Morris Plains and the Town of Morristown
(the creating municipalities) created by parallel ordinances duly
adopted by their governing bodies and shall be an Authority as contemplated
and provided for by the Municipal and County Utilities Authorities
Law and shall have and exercise all of the powers and perform all
of the duties provided for by the said Municipal and County Utilities
Authorities Law and any other statutes heretofore or hereafter enacted
and applicable thereto.

From its creation until February 1, 1981, the Authority shall
consist of six members, three of whom shall be appointed by the governing
body of the Town of Morristown and one of whom shall be appointed
by each of the governing bodies of the other creating municipalities.

From and after February 1, 1981, the Authority shall consist
of eight members, two of whom shall be appointed by each of the creating
municipalities.

For the calendar year 2021 and thereafter, members of the Authority
shall receive as compensation for their services the sum of $2,200
per annum.

A copy of this chapter duly certified by the Clerk of the Borough
of Morris Plains shall forthwith be filed by the Clerk in the office
of the Secretary of State of New Jersey.

This chapter shall take effect after publication thereof by
title after its final passage, as provided by law, but shall be of
no further force or effect after December 31, 1976, unless on or before
that date a parallel ordinance shall have been adopted by the governing
body of each creating municipality.
