the acceptance of streets, see N.J.S.A. 40:67-1.

No street shall be accepted as and for a public street of the
Borough unless such street shall have been constructed or reconstructed
according to the minimum requirements as adopted by resolution of
the Council of the Borough at a meeting held February 14, 1946, and
as amended, or supplemented from time to time.

Before any such street is constructed or reconstructed, a permit
shall be obtained from the Council authorizing such construction or
reconstruction.

The owner or developer shall make application in writing for
such permit, specifying the nature and location of the improvement
to be made.
