The purpose of this Part is to provide for greater density in a traditionally underdeveloped section of the Borough core by providing for new mixed-use construction, development and use which emphasizes pedestrian-oriented businesses at the ground level of a building or buildings with offices, residences, and other compatible uses in the building or buildings above ground level to be constructed, developed and used in a manner that respects and preserves the character of the surrounding area. Community gathering places and multi-modal transportation infrastructure, such as, but not limited to, pedestrian/bike paths, public transit stops, and electric car charging stations are encouraged within this district in order to promote year-round activity and contribute to the vitality of the Borough's downtown area.

Land and buildings shall be used only for the following purposes:
A. 
Accessory buildings and uses customarily incidental to the below when located on the same lot.
B. 
Apartments or condominiums.

The following uses may be permitted as a special exception when authorized by the Zoning Hearing Board:
A. 
Conversion apartments.
B. 
Mixed-use building, extended height.

Uses which, in the opinion of the Zoning Hearing Board, are of the same general character as the above uses in §§ 27-8A02 and 27-8A03 and which will not be detrimental to the intended purpose of this chapter.

Minimum lot width: 20 feet.
2. 
Build-to line: 10 feet.
3. 
Side yards: five feet or equal to the side yard setback of a residential structure on an adjacent lot, whichever is greater.

Rear yard: five feet minimum depth.

Maximum lot coverage: 90%.

Minimum Building Height. No building shall have a building height of less than 24 feet.
2. 
Minimum Ground Floor Height. The minimum floor-to-floor height of a ground floor of a building shall be a minimum of 12 feet in order to facilitate pedestrian-oriented businesses and commercial uses at grade.
3. 
Maximum Building Height. No building shall have a building height in excess of 48 feet, except where additional building height is authorized for a mixed-use building, extended height, by special exception pursuant to the standards and criteria set forth in § 27-1524 of this chapter.

When a lot which is improved with existing single-family semidetached dwellings is the subject of a subdivision application for the purpose of enabling single-family residential development and usage on the subdivided lot or lots, the applicant shall not be required to meet the requirements of § 27-8A04 herein relative to lot requirements. All other requirements of this Part shall apply to the development of the subdivided lot or lots and shall be enforced.

In addition to the requirements contained in this Part, development within that portion of the Residential Office Redevelopment District shown on Exhibit A[1] shall meet the requirements contained in Part 19, Streetscape Enhancement Overlay District.
