No person owning, possessing or harboring any animals shall
suffer or allow such animals in any manner to be unconfined, running
loose, or at large at any place whatsoever, whether on public or private
property.
Any such animal found unconfined, running loose, or at large
within the Village may be seized by any peace officer.

A. Each and every violation of, or failure to comply with, any provision
of this article shall constitute a violation, punishable as follows:
for a conviction of a first offense, by a fine not more than $250,
or imprisonment for a period not to exceed 15 days, or both such fine
and imprisonment; for a conviction of a second offense, both of which
were committed within a period of five years, by a fine not less than
$250, nor more than $500, or imprisonment for a period not to exceed
15 days, or both such fine and imprisonment; and for a conviction
of a third or subsequent offense, all of which were committed within
a period of five years, by a fine not less than $500, nor more than
$1,000, or imprisonment for a period not to exceed 15 days, or both
such fine and imprisonment.
B. Each occasion upon which any such animal shall be found unconfined, running loose or at large, and each occasion upon which any dog or cat is found defecating in violation of §
71-3, shall be deemed a separation violation of this article with respect to each such animal and each such instance.
