As used in this chapter, the following terms shall have the meanings indicated:
BICYCLE
Every device propelled by the feet acting upon pedals and having two wheels, or having wheels, any two of which are 14 inches or more in diameter.
It is unlawful for any person to operate a bicycle owned by a resident of the City or kept in the City upon any City street unless the bicycle is properly registered and licensed, as provided in this article.
A. 
Registration shall be made by filing with the Police Department the name and address of the owner together with a complete description of the bicycle on forms provided by the Department and by paying a fee in an amount as set from time to time by resolution of the Common Council. Registrations shall be serially numbered and kept on file in the Police Department as a public record. All licenses shall be valid for the length of time in which the owner owns the bicycle.

B. 
Upon registration of a bicycle, the Department shall issue a sticker to be securely affixed upon the bicycle in a prominent place. The sticker number shall be serially numbered to correspond with the registration numbers. Such sticker shall remain affixed to the bicycle unless removed by the Department for cause or upon a change of ownership requiring registration under § 355-59 below.

C. 
In case of theft or loss, a duplicate license tag shall be issued upon payment of a fee covering the cost of such license.[1]

No person shall willfully remove, deface or destroy any bicycle license or any bicycle frame number.
Within seven days after any bicycle registered under the provisions of this article has changed ownership, or is taken out of operation, the new owner shall report such information to the Police Department. In case of change of ownership, the bicycle shall be reregistered. However, no reregistration or fee shall be required unless ownership is transferred to a person who is not a member of the immediate family of the registrant.[1]

In addition to the statutory rules of the road applicable to bicycles, adopted by reference in § 355-1 of this chapter, the following rules shall apply:
A. 
Whenever a usable path for bicycles has been provided adjacent to a roadway, bicycle riders shall use such path and shall not use the roadway.[1]
