To prepare the City to cope with emergencies resulting from enemy action and natural or man-made disasters, and to comply with §§ 323.11 and 323.14, Wis. Stats., it is declared to be necessary to establish an organization for emergency management.
As used in this section, unless the context clearly indicates otherwise:
EMERGENCY MANAGEMENT
Includes civil defense and means all those activities and measures designed or undertaken:
A. 
To prepare for and minimize the effects upon the civilian population caused or which would be caused by enemy action or natural or man-made disasters.
B. 
To deal with the immediate emergency conditions which could be created by such enemy action, or natural or man-made disasters.
C. 
To effectuate emergency repairs to, or the emergency restoration of vital public utilities and facilities destroyed or damaged by such enemy action, or natural or man-made disasters.
NATURAL OR MAN-MADE DISASTER
Includes all other extraordinary misfortunes affecting the City, natural or man-made, not included in the term "enemy action."
A. 
The Finance, Personnel and Safety Committee shall serve as the City Emergency Management Committee.

B. 
The Emergency Management Committee shall be an advisory and planning group and shall advise the City on all matters pertaining to emergency management. It shall meet upon call of the Chairperson.
A. 
There is hereby created the office of Emergency Management Director.
B. 
The Emergency Management Director shall be appointed by the Mayor, subject to approval by the Common Council, and shall hold office for a period of one year. He shall receive such salary as may be authorized by the Common Council.
C. 
The Director, subject to the control and direction of the Emergency Management Committee and to the general supervision of the Common Council, shall:
(1) 
Develop and promulgate emergency management plans for the City, consistent with the state and county plans of emergency management.
(2) 
Coordinate and assist in the development of emergency management plans and integration of such plans with the county plan.
(3) 
Coordinate City emergency management plans with the plans of other municipalities.
(4) 
Perform such other duties relating to emergency management as may be required by the City Emergency Management Committee or the Common Council.
In preparing and executing the emergency management program, the services, equipment, supplies and facilities of the existing departments and agencies of the City shall be utilized to the maximum extent practicable, and the officer and personnel of all such departments are directed to cooperate with and extend such services and facilities as are required of them.
In the event the Mayor, his alternate or the Emergency Management Director determines that an emergency exists, growing out of enemy action or natural or man-made disasters, the Emergency Management Director will activate and coordinate the emergency management services.

It shall be unlawful for any person willfully to obstruct, hinder or delay any member of the emergency management organization in the enforcement of, or to violate, any order, rule, regulation or plan issued pursuant to the authority contained in this chapter. Any person violating any of the provisions of this chapter shall be subject to the penalties provided in § 1-3.
