No landscaping, natural growth or any other sight line obstruction
shall be allowed to create a visibility hazard for vehicular and pedestrian
traffic at any intersection of public streets or at access to any
public property.
A visual hazard exists if the Town Engineer, after consultation
with the Chief of Police of the Town of Southington and after proper
mapping and/or documentation, concludes that the sight lines present
are less than the minimum set forth by the latest standards of the
Connecticut Department of Transportation.
The property owner shall have 30 days from notice from the Town
Engineer to correct the sight line hazard. If the property owner does
not correct said hazard within the thirty-day period, the Town shall
have the right to enter the property and correct the violation.
The Town shall have the right to collect from the property owner
the cost of correcting the violation, or a lien may be placed on the
property in an amount equal to the cost of correction.

A property owner may appeal the order of the Town Engineer to
the Town Council of the Town of Southington within 30 days after the
date of the Town Engineer's notice. The appeal to the Town Council
shall be a written notice to the Town Manager's office. The Town Council's
decision shall be final.
