There shall be a Department of Water Pollution Control, the
head of which shall be the Director. Besides the Director, the Department
shall consist of the Plant Superintendent, the Chief Plant Operator,
the Construction and Maintenance Foreman and such other personnel
as may be necessary, who shall have such authority as provided by
ordinance and in N.J.S.A. 40A:26A-1 et seq., the Municipal and County
Sewerage Act.
A. Plant Superintendent. The Plant Superintendent shall make and execute
plans for the effective utilization of available equipment and supervise
the employees under his jurisdiction. He shall prepare clear, sound,
accurate and informative reports containing findings, conclusions
and recommendations and shall supervise the obtaining, storing, safeguarding,
distributing and proper use of needed materials, equipment and supplies
and do related work as required.
B. Chief Plant Operator. The Chief Plant Operator shall be directly
responsible to the Plant Superintendent and shall be responsible for:
(1) The operation, maintenance and repair of the water pollution control
plants.
(2) The valves and other equipment, and have charge of and perform the
work involved in operating, repairing, adjusting and regulating chemical
feed machines, chlorinators, sludge digestion pumps, flow meters and
other equipment. He shall have charge of and perform the work involved
in checking and adjusting the flow and levels in the various tanks
and sludge chambers as required; have charge of and perform the work
involved in maintaining proper liquid levels and pressure accumulators;
and read and check gas meters, check flow charts and regulate gas
cocks.
C. Construction and Maintenance Foreman. The Construction and Maintenance
Foreman shall be directly responsible to the Plant Superintendent
and shall be responsible for:
(1) The construction of new lines and laterals, manholes, extensions
of the system and such other construction as may be necessary.
(2) All maintenance and repairs outside the plant facilities, including
replacement of lines, repairs of leaks, flushing of sewers, and observation,
both visual and mechanical, of all lines and equipment.
(3) The operation, maintenance and repair of all automatic pumping stations
of the Township.
