There shall be a Department of Health, Recreation, Senior and
Veterans Services, the head of which shall be the Director. Within
the Department of Health, Recreation, Senior and Veterans Services,
there shall be a Division of Health, a Division of Recreation, an
Office of Senior Citizens Programs and an Office of Veterans Services.

A. Organization. The Health Officer shall be the Superintendent of the
Division of Health. He shall be appointed with regard to specialized
training and experience in public health and be the holder of a health
officer's license issued by the State Department of Health. Within
the Division of Health there shall be such sanitary inspectors as
may be provided for from time to time by the Council.
B. Duties and qualifications of sanitary inspectors.
(1) It shall be the duty of the sanitary inspectors to:
(a)
Inspect the sanitation of yards, alleys and buildings in any
assigned district and make investigations in case of dog bites and
rabies.
(b)
Enforce the ordinances concerning ragweed eradication.
(c)
Collect samples of water and milk for examination.
(d)
Make inspections to enforce the sanitary and the health laws.
(e)
Inspect homes and note violations of the sanitary health laws,
and, when violations are found, determine and cause the taking of
proper corrective action.
(f)
Inspect restaurants and other eating places and give testimony
in court cases.
(g)
Make special investigations and reports and perform related
work as required.
(2) To be eligible for appointment as a sanitary inspector, an individual
shall have the qualifications required by N.J.S.A. 26:3-20 and other
applicable statutes.
C. Additional units of Division. There are further assigned to the Division
of Health the Public Health Nurse, the Bureau of Vital Statistics,
the Township Physician and the Division of Animal Control.
The Division of Recreation shall be headed by the Superintendent.
The Division shall:
A. Administer and operate the Township's parks, playgrounds and playing
fields, facilities for indoor and outdoor sports and athletic and
recreational programs and activities for children and adults.
B. Administer and operate the Township's community centers, social centers
and recreational functions and activities relating thereto.
C. Sponsor and administer cultural activities in cooperation with other
public and private agencies and organizations.
D. Use and operate public school property upon the approval and agreement
of the Board of Education to the extent that such property may be
adaptable and available for recreational programs and purposes of
the Division.
E. Plan and develop public recreational areas and facilities; promote
and direct a year-round program of leisure activities for children,
youth and adults of the Township; stimulate the constructive use of
leisure time of residents of the Township; and work toward the reduction
of delinquency and the optimum coordination and development of public
and private recreational facilities within the Township.
The Office of Senior Citizens Programs shall be headed by a
Supervisor, who shall:
A. Administer all senior citizens programs (social, recreational and
medical, etc.), throughout the Township.
B. Serve as coordinator between the Township and all other levels of
government for procurement of public funds and technical assistance
relative to senior citizens programs.

The Office of Veterans Services shall:
A. Coordinate quality-of-life programs for veterans.
B. Serve as coordinator between the Township and all other levels of
government for the procurement of assistance relative to veterans
and their families.
C. Provide assistance to veterans in obtaining state and federal entitlements,
and provide advise and support to veterans who are reentering civilian
life.

Certified animal control officers, as defined by N.J.S.A. 4:19-15.1
et seq., employed by the Township shall have the powers and authority
granted to them as enumerated in N.J.S.A. 4:19-15.16 as same may be
amended.
