For every board, committee or commission established by ordinance of the City of Olivette, unless otherwise specified or contradicted by law, the Council shall appoint members thereto for specified terms ending on the calendar date of July 31st. The election of officers by the members of such boards, committees or commissions shall be consistent with the July 31st term expiration date.

A. 
On motion duly made, seconded and approved, the Council may remove from office any member of any board, commission or committee established by ordinance of the City for failing to attend meetings. The Chair or Vice Chair of the board, commission or committee shall report to the Council any member who shall fail to attend three (3) consecutive meetings or whose chronic absenteeism is affecting the work of said board, commission or committee.
B. 
This Section shall not apply to any board, commission or committee established by or pursuant to State law when the procedure to remove a member is prescribed by State law.

The Council shall fix by resolution or ordinance a schedule of salaries and other compensation of all officers and employees of the City except as otherwise provided by law. Any fees or portions thereof, required by law and ordinance, shall be remitted by the collecting officer or employee to the City Treasurer for the proper revenue fund of the City and shall not, in whole or in part, be retained by or remitted back to such collecting officer or employee.

Every official, officer and employee of the City shall, before entering upon his/her duties, take, subscribe and file with the City Clerk an oath or affirmation that he/she has all the qualifications and is not subject to any of the disqualifications established by law for the office or employment he/she is about to assume; that he/she will support the Constitution and laws of the United States, of the State of Missouri and of the City of Olivette; that he/she will be influenced only by the consideration of fitness in the appointment, promotion or discharge of officers or employees and will faithfully discharge the duties of his/her office or employment with impartiality and justice and to the best of his/her ability.

No person shall be elected or appointed to any office or employment who is in arrears in the payment of any taxes due the City of Olivette.

The City of Olivette hereby declares its election to accept the provisions of Chapter 287, RSMo., 1949, as amended, relating to Workers' Compensation coverage for the benefit of City employees.

A. 
For purposes of this Section, the term "expenses" shall refer only to expenses actually and necessarily incurred in the performance of the official business of the City. The term "employee" shall include all persons employed by the City and all elected and appointed officials.

Any employee incurring any expense as defined in this Section and seeking reimbursement of same may submit to the City Manager a voucher certified as being true and correct. The City Manager shall review such expense vouchers and shall authorize reimbursement to the employee of only those expenses properly incurred.
2. 
The City Manager may authorize the advance payment of projected expenses when the projected expenses to be incurred would pose a financial burden on the employee. If such an advance is authorized, within ten (10) days after such expenses are actually incurred, the employee shall submit to the City Manager a voucher for the expenses actually and necessarily incurred and any balance of the advance remaining after expenditure.
