No person shall hereafter carry on the business of pawnbroker in the City without having first obtained a license from the Mayor in the manner provided in Chapter 17 and in the statutes of the state pertaining to pawnbrokers.

Application for a license under this chapter shall be filed with the City Clerk on forms provided by him or her or her.

All statutes of the state, and specifically Act 273 of the Public Acts of 1917,[1] relating to pawnbrokers, are hereby expressly incorporated into and made a part of this Code by reference, and no person shall violate any such law.
