No person shall engage in the business of collecting or disposing
rubbish without first obtaining a license therefor in the manner provided
in this chapter.

A rubbish collector's license shall be applied for and issued
in the same manner as refuse collector's licenses, as provided in
this chapter. Applications for such licenses shall state the equipment
proposed to be used. The City Council may approve the application
of any person whom it shall deem to be properly equipped to collect
rubbish in the City, in accordance with the best interest of the City
and its inhabitants.

Rubbish collector's licenses shall terminate on the next succeeding April 30 and shall be obtained and renewed in the manner provided in Chapter 17 of this Code, shall be subject to the provisions of that chapter in all respects.
