The purpose of this chapter is to establish a Parks and Recreation
Commission and to outline the duties and responsibilities of that
Commission. The authority for the establishment of a Parks and Recreation
Commission is provided in the Second Class Township Code, 1933, May
1, P.L. 103, 1947; July 10, P.L. 1481, as amended, Article XIX, 53
P.S. § 67204.

There is hereby created a Parks and Recreation Commission consisting
of five members. The composition of the Commission and the appointment
of its members shall be accomplished as follows:
A. All members of the Parks and Recreation shall be appointed by the
Board of Supervisors of Coolbaugh Township. A recommendation from
the Pocono Mountain School District to the Board of Supervisors for
two members, who shall be residents of Coolbaugh Township, may be
obtained.
B. Members of the Commission shall be appointed for five-year terms,
except that the members of such Commission first appointed shall be
appointed for such terms that the term of not more than two of its
members shall expire annually thereafter.
C. All persons appointed shall serve their full terms, unless voluntarily
resigned or removed by the Supervisors for dereliction or neglect
of duty. Dereliction or neglect of duty warranting removal from membership
of the Coolbaugh Township Parks and Recreation Commission shall include,
but not be limited to the following:
(4) Unexcused and repeated absenteeism (missing four or more Parks and
Recreation Commission meetings in any calendar year);
(5) Participating in unethical activities;
(6) Conducting oneself in an unprofessional manner at Parks and Recreation
Commission meetings; or
(7) Other forms of dereliction or neglect of duty as determined by the
Board of Supervisors.
D. Members of the Commission shall serve without compensation.
E. Vacancies in such Commission occurring otherwise than by expiration
of term shall be for the unexpired term and shall be filled in the
same manner as original appointments.
All costs and expenses of the Parks and Recreation Commission
incurred in accomplishing the purpose of this chapter shall be payable
from the general Township fund upon approval of the Board of Supervisors.
The Commission shall submit, as part of its annual report to the Board
of Supervisors, an accounting of all costs and expenses of the previous
calendar year, including salary expenses. The Commission shall also
submit, as part of its annual report, a budget request for the succeeding
calendar year.
