For the purposes of this chapter, the term "delinquent property taxes" will apply to properties that are listed with the Monroe County Tax Claims Bureau as being in arrears or delinquent in payment of taxes to the state, county, local municipality or school district.
No building or structure shall hereafter be erected, constructed, reconstructed, moved or structurally altered or converted internally or externally, and no building, structure or land, or part thereof, shall hereafter be used or occupied unless it is in the conformity with the regulations herein specified.
Prior to the approval of any permit application required by the Township of Coolbaugh, the property owner shall be required to have all delinquent property taxes satisfied on the property for which the application has been made.
Appeals of or a request of waiver from the requirements of this section will be heard before the Coolbaugh Township Board of Supervisors. The applicant requesting such proceedings will be required to submit all necessary documents that support the applicants request to the Township Secretary no less than 10 days prior to the schedule date of which the applicants request will be heard.
Any person who shall violate any of the provisions of this chapter shall, upon a finding by a Magisterial District Judge, pay a civil penalty not to exceed $600.
