There is hereby established a bipartisan Board of Commissioners, to be known as the "Memphis City Airport Board," which shall consist of four (4) persons who shall be appointed by the Mayor and approved by the Board of Aldermen for a term of six (6) years.

At the first regular meeting of the Board of Aldermen in the month of April 1984, and every six (6) years thereafter, the Mayor shall appoint, subject to approval by the Board of Aldermen, two (2) members of the Airport Board who shall take office on May first of the year in which so appointed and confirmed and shall serve six (6) year terms and until their successor are appointed and qualified. Vacancies occurring on the Board shall be filled by appointment by the Mayor for the unexpired term.

At least two (2) members of the Airport Board shall be persons who have held or at present hold a Federal Aeronautics Administration pilot's certificate or an aeronautical engineer's certificate or an equivalent United States military rating.

The Airport Board shall advise the Board of Aldermen regarding policies for the conduct of the airport and the care and custody of the City property at the airport.

A. 
The Board of Aldermen hereby authorizes a charge of one hundred dollars ($100.00) per month for hangars and such other charges as they may deem necessary for the use of any premises located on the municipal airport of the City of Memphis, Missouri. The Board of Aldermen hereby ratifies any increase in monthly rent that was billed to any tenants prior to the effective date of this Section (2-6-2020).
B. 
The City shall have the option to terminate any lease or oral agreements for the rental of hangars, tie-downs, or any other premises on the municipal airport for failure to pay the rental charges hereinabove stated if such failure to pay charges shall continue for as long as ninety (90) days. If and when the failure to make the rental payment as aforesaid shall continue for as long as ninety (90) days, the City shall without notice have the right to terminate any arrangements for rental of any premises on the municipal airport.
C. 
The City of Memphis, Missouri, is hereby authorized to enter into written lease agreements for rental of any of the premises on the municipal airport.
