A. There shall be a Housing Authority which is a Committee that shall have the composition, powers and duties as prescribed in Chapter
125, Article
I and Sections
125.870 through
125.890 of this Code of Ordinances.
B. The Authority shall be authorized to transact
business and to exercise all the powers, functions and duties of a
housing authority under the laws of the State.

A. The City Council does hereby find, determine
and declare that petitions bearing the signatures of more than fifty
(50) taxpayers of the City, asserting that there is need for a housing
authority to function in the City and requesting that the City Council
so declare, have been filed with the City Council.
B. The City Council has also found and does
now find, determine and declare that unsanitary and unsafe inhabited
dwelling accommodations exist in the City and that there is a shortage
of safe and sanitary dwelling accommodations in the City available
to persons of low income at rentals they can afford and that there
is need for a housing authority in the City.

The City Housing Authority shall
consist of five (5) members. All members shall be taxpayers who have
resided in the City for five (5) years prior to their appointment.
Members shall be appointed for a term of office for four (4) years,
except that all vacancies shall be filled for the unexpired term.
No members may be an officer or employee of the City.
