A. 
No person shall move any structure within the City of St. Charles on City right-of-way without first securing a permit from the Department of Public Works. Before issuance of the permit, the applicant shall supply:
1. 
Hold harmless agreement executed by the owner of the building;
2. 
Certificate of insurance naming the City as additionally insured for an amount not less than two million dollars ($2,000,000.00) for bodily injury and property damage;
3. 
A route map together with the date and time of the proposed move;
4. 
Name, address and phone number of the person, firm or corporation engaged to move the structure together with a resume of moves made by said person, firm or corporation in the St. Louis metropolitan area in the last three (3) years;
5. 
The name and phone number of the person supervising the move;
6. 
Height, width and load of the structure during move.
B. 
The fee for the permit shall be the amount stated in Section 150.030 per one thousand (1,000) linear feet moved. The permit shall specify the date and hours during which the move may occur.

C. 
Any person who violates any provision of this Section shall be subject to the penalty set forth in Section 100.150.
