For the purposes of this Code, the term "Fire Chief" shall be construed to mean the Chief of the Fire Department.

The senior officer of the Fire Department present at the scene
of any fire shall have the Police power authorized by law or ordinance
and shall have full power and command over all persons whatsoever
thereat and he/she shall direct and adopt any and all measures necessary
for the extinguishment of such fire and for the care and protection
of property endangered thereby; and he/she shall have power, if necessary,
to summon any and all persons present to aid in the extinguishment
of the fire or in moving or caring for personal property from any
building endangered by fire.

No Fire Department vehicle, hose or other property belonging
to the Fire Department of this City shall be hired or loaned to any
person whatever and it shall be unlawful for any officer or member
of the Fire Department or any fire company to violate this Section.

The Fire Chief in the discharge of his/her duties shall be subject
to the orders of the City Administrator. The Assistant Fire Chief,
if appointed, and all other members of the Fire Department shall be
subject to the orders of the City Administrator and their superiors
in the Fire Department.

The Fire Department Captain, if appointed, shall have authority
over the firefighters and shall be subject to the duties as shall
be designated by his/her superior officers.

The Fire Chief shall adopt such systems as he/she may deem practicable
for the examination of all buildings within the City, except residential
occupancies so as to render the members of the Fire Department familiar
at all times with the construction of internal arrangements of such
buildings, the mode of ingress and egress and facilities in case of
fire.

The Fire Chief shall prepare and may from time to time amend
rules and regulations not inconsistent with this Code or State law
for the government of the Fire Department and the conduct of the members
thereof. Such rules and regulations and amendments thereto, when approved
by the Mayor and adopted by resolution of the City Council entered
of record in the journal of the Council and placed on file in the
office of the City Clerk, shall be binding on all members of the Fire
Department and it shall be unlawful for any member of the Fire Department
to violate or fail to comply with any such rule or regulation.

All fire hydrants in the City shall be located, installed, repaired,
maintained, replaced and removed by order of the City, at the cost
of the City and under its direction and supervision. The City shall
consult the head of the City Fire Department regarding the location,
installation and removal of fire hydrants.

There shall be no charge made for the duly authorized use of
any City-owned or operated fire hydrant.
