No person shall keep or maintain or permit the keeping or maintenance
of hogs, swine and pigs on premises owned or controlled by him/her
within the City, provided that this Section shall not apply to potbellied
pigs.
No person shall keep a cow, bull, mule, jack, horse, goat, sheep,
llama, ostrich or other cattle in an outdoor enclosure or pasture,
the exterior boundary of which is within one hundred (100) feet at
the nearest point from a dwelling house or place of business of another,
a church or school; nor shall any person keep more than one (1) of
any such animal or any combination of such animals in an outdoor enclosure
or pasture unless such enclosure or pasture shall have an area equivalent
to one-half (½) acre for each of such animals except suckling
offspring of such animals.
No person shall keep chickens or other domestic fowl in any
pen unless it shall have an area equal to twelve (12) square feet
for each fowl kept therein; nor shall any person keep chickens or
other domestic fowl in any coop, building or structure, the exterior
boundary of which is within one hundred (100) feet at the nearest
point from any dwelling house, place of business of another, a church
or school.
No person shall keep or maintain or permit the keeping or maintenance
of any dove or pigeon cote, rabbit hutch or other yard enclosure for
the housing of fowl or small animals other than dogs or cats unless
such enclosure is located more than fifty (50) feet at the nearest
point from any dwelling house, place of business of another, a church
or school.
Natural or artificial shelters appropriate to the local climatic
conditions for the particular species of animal or fowl shall be provided
for all animals or fowl. Each such shelter shall be erected and maintained
in conformity with applicable building code requirements as set forth
in Title V of this Code. Each such shelter and enclosure shall be
kept so that no offensive, disagreeable or noxious odor shall arise
therefrom to the injury, annoyance or inconvenience of any inhabitant
of the neighborhood. A suitable method of drainage shall be provided
to eliminate standing water and soggy ground in all such shelters
and enclosures. In addition to these general requirements, shelters
for dogs and cats shall consist of a moisture-proof and wind-proof
structure of suitable size to accommodate the animal.
The ground or floor of any shelter or enclosure maintained for animal or fowl under Section
210.140 shall be cleaned regularly. All waste, manure and litter shall be removed from the shelter or enclosure as to minimize hazard of disease and to minimize odor. All such shelters and enclosures shall be disinfected with a disinfectant appropriate to the circumstance. Disposal of waste, manure and litter shall be accomplished in accordance with the requirements of Sections
215.680 et seq.
No person shall drive, ride or lead any horse, mule or similar
animal along or upon any sidewalk in the City. No person shall ride,
lead or drive any horse, mule or other domestic animal into or through
any park of the City, except as may be otherwise provided by rules
and regulations of the Park Board and then only as provided in such
rules and regulations.
