To meet these goals, it is the policy of the City to insure that
its employees are not impaired in their ability to perform assigned
duties in a safe, productive and healthy manner; to create a workplace
environment from the adverse effects of alcohol and controlled substance
abuse or misuse; to prohibit the unlawful manufacture, distribution,
dispensing, possession or use of alcohol and controlled substances;
and to encourage employees to seek professional assistance when personal
problems, including alcohol and controlled substance dependency, adversely
affect their ability to perform assigned duties.
