The Mayor shall, with the approval of the Board of Aldermen,
appoint a Park Board of six (6) directors (the Mayor and five (5)
others) for the management of all City parks, to be chosen from the
citizens of the City at large with reference to their fitness for
such office.

The Park Board directors shall hold office, one third (1/3)
for one (1) year, one-third (1/3) for two (2) years and one-third
(1/3) for three (3) years, from the first (1st) of June following
their appointment in the year 2010 and at their first (1st) regular
meeting shall cast lots for their respective terms; annually thereafter,
the Mayor shall, before the first (1st) of June of each year, appoint
three (3) directors who shall hold office for three (3) years and
until their successors are appointed.

If any vacancy occurs on the Park Board by the removal, resignation
or otherwise of any director thereof, such vacancy shall be reported
to the Board of Aldermen and shall be filled in like manner as original
appointments for the unexpired term of such director.

No Park Board director shall receive any compensation as such.

The Park Board directors shall meet and elect one (1) of its
number as president and any other officers they may deem necessary.

A. The Park
Board shall have control, with City board approval, of the supervision,
improvement, care and custody of all City parks.
B. The Park
Board shall make and adopt such bylaws, rules and regulations for
its guidance and for the government of all City parks, as may be expedient
and not inconsistent with State law and the Board shall have the right
to amend or adopt new bylaws with the majority vote of the Board at
any time. All shall be subject to Board approval.

The Mayor may, with the consent of the Board of Aldermen, remove
any Park Board director for misconduct or neglect of duty.

The Park Board of directors shall make, on or before the second
(2nd) Monday in June, an annual report to the Board of Aldermen stating
the condition of their trust on the first (1st) day of May of that
year, the various sums of money received from the Park Fund and other
sources and how much monies have been expended and for what purposes,
with such other statistics, information and suggestions as they may
deem of general interest. All such portions of such report as related
to the receipt and expenditure of money shall be verified by affidavit.

The Treasurer shall have the authority to open a separate checking
account with Community Bank and Trust for the City park donation proceeds.
This account shall fall under the Treasurer's duties.
