The Redistricting Commission must review the population data
for Jefferson County published in the decennial census and, if the
criteria for Council Districts in Section 14.1.6.2 is not met by the
existing boundaries of the Council Districts, within 60 days after
the Redistricting Commission is established, the Redistricting Commission
must submit to the County Council for adoption a redistricting plan
that re-draws the boundaries of the Council Districts and, if necessary
for the criteria in Section 14.1.6.2 to be met, increases or decreases
the number of Council Districts, provided that there must always be
an odd number of Council Districts.
