No person shall own, keep, harbor or have custody of any animal over six (6) months of age within this municipality unless same has been currently vaccinated for rabies as provided in Section
210.300 and has been properly licensed by the City of Harrisonville, Missouri.

The provisions of this Article shall not apply to the keeping
of small caged birds, rabbits or aquatic and amphibian animals solely
as pets.

Written application for license shall be made to the City and
shall state the name, address and telephone number, if any, of the
owner and the name, breed, color, sex and distinguishing marks of
the animal. License fee shall be paid and proof of vaccination for
rabies and distemper shots and sterilization by a licensed veterinarian
shall be submitted at the time of making the application.

Prior to issuing an animal license tag for dogs and cats, the
City shall require the owner of an animal to present a valid certificate
of vaccination from a veterinarian that all dogs have been vaccinated
for rabies and distemper and all cats have been vaccinated for rabies.
This vaccination certificate must show a current vaccination for rabies.

The license certificate shall consist of an original and two
(2) duplicates. The certificate shall contain the number of the license,
date of issuance, name and address of the owner and a description
of the licensed animal. A copy of license certificate shall be provided
to owner.

Upon acceptance of license application and fee, the City shall
issue a durable tag or identification collar stamped with an identifying
number and the year of issuance. Tags shall be designed so that they
will be conveniently fastened or riveted to the animal's collar or
harness. Owners are required to firmly affix the tags to the animal's
collar or harness. The tag fees are listed in the City's Comprehensive
Schedule of Fees.
When a "Have a Heart" tag is purchased, a portion of the fee
will go to a fund to help low-income pet owners spay and neuter their
pets.

The licensing period shall begin January first (1st) and end
December thirty-first (31st). There shall be a late fee charged for
license purchased after January thirty-first (31st).

If ownership of the animal is transferred, the new owner may
have the current, valid City of Harrisonville license transferred
to his/her name upon payment of the replacement fee as specified in
the City's Comprehensive Schedule of Fees.

The City shall maintain a record of the identifying numbers
of all tags and licenses issued for a period to comply with State
record retention laws. The record shall be made available to the public.

Any person who fails to obtain a license as required by this Article or who fails to have his/her animal vaccinated as required by this Article shall be guilty of a violation of this Chapter and shall be punished as provided by the Code of Ordinances of the City of Harrisonville, Section
100.200.
