As used in this article, the following terms shall have the meanings indicated:
CHAINS
Full chains, strap chains or other types of chains mounted on the driving wheels of a motorized vehicle.
EVEN-NUMBERED SIDE OF THE STREET
That side of the street containing building numbers or designations which are evenly divisible by two.
ODD-NUMBERED SIDE OF THE STREET
That side of the street containing building numbers or designations which are not evenly divisible by two.
SNOW ALERT
As used herein shall be synonymous with the term "snow emergency" as defined herein and, as such, any reference to a "Snow Alert Zone" shall mean a "Snow Emergency Zone."

SNOW EMERGENCY
A "snow emergency" shall exist upon a snowfall accumulation of two inches or more or during any period in which the Borough of Lansdale snowplowing and snow removal equipment shall be operating on the streets and roads within the Borough of Lansdale; provided, however, that such periods shall not exceed more than 72 hours after the cessation of a snowfall.
SNOW TIRES/ALL-PURPOSE TIRES
Snow tires/all-purpose tires with sufficient tread to allow self-propelled vehicles to move through streets having two inches or more of snow thereupon.
VEHICLES
A self-propelled motorized vehicles using Borough of Lansdale streets and highways, including taxicabs but excluding other public transportation conveyances.
A. 
During the time of a snow emergency as defined above, no person shall park a vehicle or allow a vehicle to remain parked when temporary signs are posted on Green Street between Main Street and Vine Street, on Montgomery Avenue between Vine Street and Century Plaza parking lot, on Pierce Street or on Seventh Street between Ridge Street and Line Street, or on either side of the aforesaid streets.
B. 
In addition, during such snow emergency as defined above, no person shall park a vehicle or allow a vehicle to remain parked on the even-numbered side of the following streets:

Chestnut Street
Church Road
Columbia Avenue
Delaware Avenue (between Susquehanna Avenue and Valley Forge Road)
Elm Drive
Fairview Avenue
Forest Avenue
Franklin Street
Gillinder Street
High Street
Highland Road
Iron Street
Kenilworth Avenue (between Eighth Street and Fifth Street)
Lansdale Avenue
Line Street
Locust Street
Main Street
Ninth Street
Oak Drive
Park Drive
Penn Street (between Chestnut Street and Line Street)
Pennbrook Avenue (between Hancock Avenue and Wissahickon Avenue)
Ridge Street

C. 
In addition, during a snow emergency, no person shall park a vehicle or allow a vehicle to remain parked within a No Parking Anytime During a Snow Alert Zone on both sides of the street at the following locations:

Broad Street (for the entire length of North and South Broad Streets)

D. 
In addition, during such snow emergency, no person shall park a vehicle or allow a vehicle to remain parked on the odd-numbered side of any street in the Borough not hereinbefore in this section otherwise mentioned with respect to parking specifications during a snow emergency.
No vehicle shall be operated upon any street or road located within the Borough of Lansdale without snow tires or chains.
Any vehicle parked, stalled or incapable of moving under its own power or left unattended upon any street or road located within the Borough of Lansdale may be removed or towed away at the owner's expense to another location at the direction of the Borough of Lansdale Police Department or other authority as authorized by the Borough Council of the Borough of Lansdale.
No snow equipment or vehicles which do not have rubber tires shall be driven on streets and roads located within the Borough of Lansdale without the approval of the Borough Council of the Borough of Lansdale or its lawfully authorized representative.
No provision of this article shall be construed to permit parking on any street or at any location along said street where such parking is prohibited by the provisions of the Motor Vehicle Code of Pennsylvania[1] or by any other part of this chapter or any other ordinance of the Borough of Lansdale not in effect or hereafter enacted.

The Chief of Police of the Borough of Lansdale is hereby authorized and directed to procure signs as may be specified by the Public Safety Committee of the Borough Council of the Borough of Lansdale and to post same throughout the Borough of Lansdale at appropriate intervals along each street giving public notice of parking restrictions during snow alerts.
A. 
In addition to any other provisions or penalties provided by this chapter for violations hereof, should any vehicle be parked in violation of the provisions of this article, the Chief of Police is authorized to cause such car to be removed from the street to a garage or other place of safety in the Borough or to the car owner's property.
B. 
Except in the case of removal of a car to the car owner's property, immediate written notice of the removal of the offending car shall be given by the Chief of Police to the owner of the car as indicated by the license plate registration.
C. 
The owner shall reimburse the Borough for the costs of such removal and storage as shall be determined by the Chief of Police, and it shall be a violation of this article to fail to pay such bill.
