A. "Relative" as used herein means a person who is related
by blood, marriage or adoption, as father, mother, son, daughter,
brother, sister, grandparent, uncle, aunt, first cousin, nephew, niece,
husband, wife, father-in-law, mother-in-law, brother-in-law, sister-in-law,
son-in-law, daughter-in-law, step-father, step-mother, step-son, step-daughter,
step-brother, step-sister, half-brother, half-sister or domestic partner.
B. A person
who is a relative, a City official, or employee, may not be appointed,
employed, promoted, or advanced in or to a position in any department/division,
if the related City official or employee is, or would be the person's
supervisor or would exercise any authority or control over or otherwise
regulate the duties and responsibilities of the person, or if the
person would supervise or exercise any authority or control over or
otherwise regulate the duties and responsibilities of the related
City official or employee.

A. The Board
of Alderpersons shall, in the case of persons entering military service,
and in other cases for good cause may, by resolution, grant leaves
of absence not exceeding ninety (90) days to elected for good cause
may, by resolution, grant leaves of absence not exceeding ninety (90)
days to elected or appointive officials of the City.
B. If the
officer granted a leave of absence does not resume his/her duties
at the expiration of the time for which the leave was granted, the
office shall be declared vacant. In case a person enters military
service, the Board of Alderpersons may by further resolution grant
an extension of leave for a period not exceeding thirty (30) days.
C. All resolutions
of the Board of Alderpersons granting leave of absence as herein provided
shall designate who shall perform the duties of the officer on leave.

The City may employ such employees as required in order to provide
the services needed by the City and its citizens. All employees are
hereby hired at will and are subject to dismissal at any and all times.
The minimum salary for all employees shall be at the "Federal Minimum
Wage" per hour.
