No person shall build any building, wall or other above ground
structure or obstruction directly over any public sanitary sewer;
provided, however, that with the approval of the Jefferson County
Public Sewer District and the Board of Alderpersons, a structure can
be built over an existing sewer after the sewer has been rerouted
at the expense of the applicant desiring to build the structure over
the existing sewer. No such work shall be commenced until a contract
has been signed on behalf of the Jefferson County Public Sewer District
and the City and the person desiring to do the construction work,
and the owner or contractor has filed a good and sufficient completion
bond with a corporate surety guaranteeing the completion of the work
in accordance with all applicable laws and ordinances.
