In accordance with the provisions of Chapter 320, and when signs are erected giving notice thereof, it shall be unlawful for any person to drive a vehicle at a speed in excess of the speeds listed below on the streets as designated.

A. 
There is hereby established a school zone within the City on Weaver Road where the same borders Wilson's Creek School.
B. 
Such school zone shall include that portion of Weaver Road beginning at a point two hundred (200) feet west of the western property boundary of Wilson's Creek School and shall extend east along Weaver Road to a point two hundred (200) feet east of the intersection of Cloverdale Street and Weaver Road.
C. 
The speed limit within such school zone shall be twenty (20) miles per hour from 7:00 A.M. to 9:00 A.M. and from 2:00 P.M. to 4:00 P.M. on Monday through Friday of each week when school classes are in session. It shall be the duty and responsibility of the Springfield R-12 School District to notify the City, in writing, of the beginning and ending times of school classes during each year. If the beginning and/or ending time of school classes changes during the course of any year, it shall be the duty and responsibility of the Springfield R-12 School District to so notify the City in writing.

D. 
The eastern and westernmost boundaries of the school zone created hereby shall be clearly marked with signs notifying the operators of all motor vehicles of the twenty-mile-per-hour speed limit and the times during which such speed limit applies. These boundaries of the school zone may also be marked by a flashing light when the school zone is to be observed.
E. 
Anyone convicted of the offense of speeding within the school zone created hereby, or anyone convicted of any other traffic offense committed in such school zone, shall, at a minimum, be sentenced to pay a fine of such offense of not less than double that set forth in the fine schedule established by the Municipal Court of the City. Nothing herein shall be construed as a limitation upon the punishment which may be imposed upon anyone convicted of violating the provisions of this Table I-B; and any such person shall be subject to the imposition of any punishment within the range set and provided by law and as determined applicable in the discretion of the Municipal Court Judge.
