It is understood that every consumer agrees to be financially
liable for electrical energy consumed when said energy is supplied
by the Borough.
Whenever the energy consumed by a consumer is greater than the
amount of energy registered on said customer's meter, said customer
shall be required to pay for the true amount of energy so consumed.
In cases where it is impossible or inexpedient to determine
the exact amount of energy consumed, the customer shall agree to accept
the Borough's estimate of such energy as the true amount.
Where it appears that a service installation has been willfully
altered or affected in a manner such as to defeat the purpose of the
meter, the customer shall be required to provide, at his own expense,
suitable wiring and other necessary equipment as directed by the Borough
for the installation of a replacement meter. In such case, the Borough
shall be reimbursed by the customer for all damaged equipment before
any reconnection is made.
Failure of a customer to comply with the provisions of this
article will result in the customer's service being disconnected until
such time that the stipulations herein expressed are satisfied.
Any person who shall willfully alter or affect a service installation
in such manner as to defeat the purpose of the meter, or tamper with,
alter or break any seals on any electrical energy meter, or willfully
do any damage to Borough equipment involved in the service installation
shall be responsible for all energy and demand consumed and equipment
replacement costs for the Borough. The Borough, at its discretion,
will prosecute theft of service and persons rendering damage to Borough
equipment.
