The Borough reserves the right to disconnect without notice if, in its judgment, the consumer's installation is dangerous, defective or violates the National Electrical Code, latest edition, requirements or if the consumer's equipment or use thereof might injuriously affect the equipment of the Borough or the Borough's service to other consumers, or if, upon inspection of the consumer's installation by the Borough authorized Electrical Inspector, a certificate of approval is refused.
For the purpose of providing proper service, the Borough shall have the right but not be obliged to inspect all installations before service is connected, or at any later time, and reserves the right to reject any wiring or appliances not in accordance with its requirements, and such inspection or failure to inspect or reject shall not render the Borough liable or responsible for any loss or damage resulting from such defects or violations of rules or for accidents which may occur upon the consumer's premises.
The Borough's authorized representatives shall have access to the premises of consumers at all reasonable times for the purpose of reading meters, testing or inspection or change in any or all equipment belonging to the Borough, and for the purpose of removing its property upon the termination of the contract or discontinuance of service for whatever cause.
A. 
Meter area.
(1) 
It shall be the customer's responsibility to keep the meter area clear of debris or obstructions at all times. The Borough will have the right to remove any shrubbery or vines which obscure the Borough's ability to read the meter. The customer will pay any cost related to removal of obstructions to the Borough's ability to access the meter.
(2) 
When fencing is installed by a customer, it shall be the customer's responsibility to provide access to the electric meter if inside the confines of the fence. Unlocked gates within the fenced area shall be considered acceptable access for the Borough. Areas with no gates or access to meters will not be acceptable.
B. 
Transformer area.
(1) 
Shrubbery shall not be planted or other obstructions located within 10 feet of the Borough's pad mounted transformer. The Borough will not be liable for any cost or damage to any plantings or obstructions within the service area of this ten-foot circumference.
(2) 
When fencing is installed by a customer, it shall be the customer's responsibility to provide access to the transformer area if inside the confines of the fence. Unlocked gates within the fenced area shall be considered proper access for the Borough. Areas with no gates or access to transformer areas will not be acceptable. Fencing in proximity to a transformer must be located at least three feet from the side of the transformer, and at least 10 feet from the front of the transformer.
C. 
Animals. Access will be considered denied to the Borough when dogs and other animals are in a position to threaten or intimidate the Borough's authorized agent or representative. Dogs and other animals shall be secured in accordance with Borough ordinances. In the case where a meter is inside a fenced area with a freely roaming animal that the Borough representative considers intimidating, access will be considered denied.
