A. The Board of Aldermen finds:
1.
It would be in the interest of the public to consider the establishment
of a development area in accordance with Sections 99.915 to 99.980,
RSMo., of the Act;
2.
The development of such a development area would be in the interest
of the public health, safety, morals or welfare of the residents of
Lake Ozark, Missouri; and
3.
It is anticipated that such a development area can be renovated
through a series of one (1) or more development projects.

A. The Board of Aldermen hereby creates a Downtown Economic Stimulus
Authority within the meaning of the Act to be known as the Lake Ozark
Downtown Economic Stimulus Authority consisting of five (5) Commissioners,
plus the Mayor who shall serve as Co-Chair of the Authority as provided
by the Act.
B. The Lake Ozark Downtown Economic Stimulus Authority (the "Authority")
will consist of Commissioners as required by the Act, including one
(1) Commissioner from any local community development corporation,
if one exists in the City, one (1) Commissioner who is an African
American business owner in the City, if one exists, and one (1) Commissioner
appointed by the school district or districts located within the development
area for a term of three (3) years. Those Commissioners of the Authority
that by the Act are to be appointed by the Mayor will be appointed
by the Mayor with the consent of the Board of Aldermen. A non-voting
advisor will be appointed by the other taxing districts located within
the development area.

The Board of Aldermen hereby approves the exercise of the powers,
functions and duties of a Downtown Economic Stimulus Authority by
the Lake Ozark Downtown Economic Stimulus Authority under Sections
99.915 to 99.980, RSMo., as amended from time to time.

The Mayor is hereby requested to appoint those Commissioners
of the Lake Ozark Downtown Economic Stimulus Authority as are to be
appointed by the Mayor pursuant to, and in accordance with, Sections
99.924 and 99.927, RSMo.

A. The Board of Aldermen recognizes the continuing role of the existing
committees, commissions, departments and agencies in the development
process and recognizes the Board of Aldermen's continuing role
as the final decision maker regarding development projects.
B. The Board of Aldermen further affirms that all development plans
and projects under the Act must be approved by the Board of Aldermen
and all activities of the Authority, including the generation and
expenditure of revenues, must be in accordance with development plans
and projects approved by the Board of Aldermen.
