Under authority of the State laws of Missouri Sections 67.750
and 67.765, RSMo., there be and is hereby created a Park and Recreation
Board in the City of Mound City, Missouri, which shall consist of
seven (7) members who are residents of the City of Mound City, Missouri.

A.
The members
of the Board established by this Article shall be appointed by the
Mayor with the approval of the Board of Aldermen for terms of five
(5) years each. Annually following the initial appointment expirations
on or before the first (1st) meeting in May, the Mayor shall, by and
with the consent of the Board, appoint members to the vacant seats
who shall hold office for five (5) years.
B.
The Mayor
may, by and with the consent of the Board, remove any member of the
Park and Recreation Board for misconduct or neglect of duty.
C.
Vacancies
occasioned by removal, resignation or otherwise shall be reported
to the Board and shall be filled in like manner as original appointments,
except that the term of office is restricted to the unexpired term
of office.
D.
No member
of the Board shall receive compensation as such.

The Park and Recreation Board shall, immediately after their
appointment, meet and organize by the election of one (1) member as
President, one (1) member as Secretary and such other officers as
they deem necessary.

The Board established by this Article shall act in an advisory
capacity to the Mayor and Board of Aldermen.

A.
The Board
established by this Article shall:
1.
Make
continuing studies of programs and matters for the benefit of the
City's parks and park activities;
2.
Identify
park and recreation attitudes of individuals and organizations in
the community for interpretation for City Officials;
3.
Make
annual budget recommendations;
4.
Insure
resources to continue ongoing and future park and recreation programs;
5.
Submit
all recommendations or suggestions in writing to avoid misinterpretation;
6.
Submit
for approval rules and regulations for the conduct, administration
and management of the public recreational program and facilities;
7.
Recognize
that its recommendations or suggestions may not be followed.
