No building or structure or part thereof shall hereafter be constructed, altered, repaired, erected, enlarged, converted, moved or demolished until a building permit has been obtained by the owner or his/her agent. Application for a permit shall be made on a form provided by the City of Mound City and shall be accompanied by complete, dimensioned plans showing all habitable floors, basement, cellar and foundations by specifications describing the kind, size, quality and grade of all construction materials and service equipment; and by a dimensioned plot diagram showing the size, distance from lot lines, established street grades, and existing sewers, gas, water and other public utilities in the street. In the case of demolitions, there shall be a diagram showing all construction to be demolished and all construction that is to remain on the site.

Before a building can be demolished or removed, the owner or his/her agent shall notify all utilities having service connections with the building. A permit shall not be issued until a release is obtained from the utilities stating that their service connections and appurtenant equipment have been removed or sealed and plugged in a safe manner.

One (1) copy of the approved plans and specifications shall be kept at the site of the operation during all times that work is in progress and until the completion of the building. The building permit shall be conspicuously displayed at the site of the operation at all times. After issuance of a building permit, the approved plans and specifications shall not be altered unless any proposed change is first approved by the Building Inspector as conform with the provisions of this Code. A building permit shall become void unless operations are commenced within six (6) months from date of approval, unless such time is extended by the Building Inspector. One (1) set of approved plans of every building and structure shall be kept on file permanently by the Building Inspector.

Before receiving a building permit, the owner or his/her agent shall pay the fees specified in the amendments to the International Building Code, see Section 500.020(C)(1) of this Chapter. The physical value of the work shall be determined by the Building Inspector.
