The following words and phrases, when used in this Article, shall have the meanings respectively ascribed to them:
ASHES
The residue from the burning of wood, coal, coke or other combustible materials.
GARBAGE
Putrescible animal and vegetable matter resulting from the handling, preparation, cooking and consumption of food.
JUNK DEALER
Any person engaged in buying, selling, handling or collecting for sale, barter or exchange in the City any rags, junk, old metal and other articles usually found in junk shops.
REFUSE
All putrescible and non-putrescible solid wastes (except body wastes), including all garbage, rubbish, ashes, street cleanings, dead animals, abandoned automobiles and solid market and industrial wastes.
RUBBISH
Non-putrescible solid wastes, excluding ashes, consisting of both combustible and non-combustible wastes such as paper, cardboard, tin cans, yard clippings, wood, glass, bedding, crockery and similar materials.
SCRAP YARD
Shall be interchangeable with the word "junk yard" and shall define an operation of business involving the purchase, sale and storage of odds and ends of materials and remnants and by-products of small value that have not the quality or utility of the finished product or of the raw material.

There shall be no more than three (3) scrap yards or junk yards within the City at any given time and the City Clerk is hereby enjoined from issuing more than three (3) concurrent licenses to persons dealing in the business of operating a junk yard or a scrap yard for any given tax period.

Any person operating and maintaining a junk yard or scrap yard shall construct and maintain a suitable fence on the premises of such establishment. Such fence shall be of a constant height throughout the premises and shall be no less than seven (7) feet above the ground. Such fence shall completely contain the premises upon which such junk yard or scrap yard is operated with the exception that there need not be such a fence erected at the place on such premises where there is situated a building fronting on a thoroughfare.

A. 
The burning or processing of salvaged automobiles, trucks, vehicles, rags, mattresses, tires, rubber material and all other materials producing dense smoke within the City or within one-half (½) mile of the City limits is hereby absolutely prohibited except as hereinafter specifically provided.
B. 
It is hereby specifically provided that such burning of materials shall be permitted on Wednesday and Friday of each week between the hours of 10:00 A.M. and 4:00 P.M. and it shall be unlawful for any such burning to be done at any place within the City at any other times. It is further provided that in the instance of such burning being conducted, such fires shall involve piles of materials and debris not to exceed an area of fifteen (15) feet square. It is further provided at such times as such fires are conducted, a competent person shall be in attendance with necessary fire-fighting equipment at all times.
