For purposes of this Article, the following words shall have
the meanings respectively ascribed to them:
12-GAUGE
A smooth bore shotgun whose bore is such that twelve (12)
lead spherical balls of that size would weigh one (1) pound.
ALCOHOL
Any intoxicating beverage with the potential to impair the
senses or physical ability of a human being.
FACTORY AMMUNITION
Ammunition manufactured by a reputable company designed for
that purpose and which maintains strict quality control over the finished
product.
FIELD OF FIRE
The trajectory from the muzzle of a shotgun to the target
including a safe arc of angle to either side.
FIREARMS RANGE
Any rifle, pistol, silhouette, skeet, trap, blackpowder or
other similar range used for discharging firearms in a sporting event
or for practice or instruction in the use of firearms or for the testing
of a firearm.
SHOOTING MATCH
A sporting event in which participants pay an entry fee and
compete for monetary and other prizes.
SHOTGUN
A centerfire weapon capable of projecting a discharge of
pellets from a smooth bore barrel.

Shooting matches may be held only at locations approved by the
Festus Police Department. No shooting match shall be held within three
hundred (300) yards of any house or other inhabited structure. No
shooting match shall involve discharging or shooting any firearm at
any mark or object on, along or across a public highway.

If a shooting match is conducted on land otherwise subject to
land use zoning, the firearms range must be in compliance with the
requirements of the zoning authority regarding the sound deflection
or absorbent baffles, barrier or other sound emission control requirements.
Shooting matches shall be conducted only during daylight hours.

Weapons at shooting matches will be restricted to shotguns only.
No rifle or pistol matches are permitted. The maximum gauge of shotgun
authorized is twelve (12). All firearms will be in good condition
and working order.

In order to prevent shot pattern spread, the maximum distance
from muzzle to target shall be ninety (90) feet. The field of fire
will not encompass any inhabited structure or any other property that
might be damaged from errant pellets. Weapons shall be pointed in
a safe direction at all times.

A backstop of sufficient size will be maintained to prevent
stray bullets from causing damage to persons or property. All weapons
must remain unloaded prior to actual shooting.

All ammunition will be of a factory manufactured type. No reloads
will be allowed. Shot size will be no larger than size 8 shot. No
magnum loads will be allowed due to noise considerations. Match officials
will provide ammunition.

No one shall be allowed to participate in a shooting match who
is deemed intoxicated or who has consumed alcohol in the previous
four (4) hours to the point of impairment of his/her faculties. Shooters
or guests will not be allowed to drink in the immediate area of the
match.

The hosting person or organization will provide two (2) range
officers to ensure compliance with the requirements of this Article.

No supervised shooting match which is conducted in conformance
with this Article shall be deemed in violation of Sections 210.240
— 210.286 of the Festus Code.
