The Board of Aldermen shall elect a Clerk for such Board to
be known as "the City Clerk" whose duties and term of office shall
be fixed by ordinance. Among other things, the City Clerk shall keep
a journal of the proceedings of the Board of Aldermen. He/she shall
safely and properly keep all the records and papers belonging to the
City which may be entrusted to his/her care; he/she shall be the general
accountant of the City; he/she is hereby empowered to administer official
oaths and oaths to persons certifying to demands or claims against
the City.

The City Clerk shall be responsible for the general accounting,
purchasing, payroll and human resource administration for the Park
Board of the City of New Haven and shall be custodian of records for
same.

The person to be appointed by the Board of Aldermen to the office
of City Clerk shall meet the minimum qualifications as the Board may
from time to time adopt and set out by ordinance, policy or rule.

The term of office of the City Clerk shall be for two (2) years
from the date of appointment and until a successor is appointed and
qualified.

The City Clerk, in addition to the duties prescribed by State
law, shall have the custody and safe-keeping of the City Seal; the
public records; the original roll of ordinances; resolutions of the
Board of Aldermen; and such other records, documents and papers as
may be delivered into his/her custody.

The City Clerk shall affix the Seal of the City to all public
instruments or official acts of the Mayor, which by State law the
provisions of this Code or other City ordinances are required to be
attested and countersign the same; he/she shall affix the City Seal
to and certify copies of documents and papers in his/her office, when
required, upon the payment to him/her of such fees as are allowed
by law for similar services.

The City Clerk shall prepare all certificates of election, commissions
and appointments and other official documents required by law to be
issued and shall keep an accurate register thereof.

The City Clerk shall keep an accurate register of all warrants
drawn by the Mayor and the City Clerk upon the City Treasurer, which
register shall specify the number, date, to whom payable, on what
fund and the amount of each warrant; the City Clerk shall keep a record
of all bonds and obligations of the City, the date of issuance, rate
of interest, time when the principal and interest become due, the
amount of the principal and to whom the bond is payable.

The City Clerk shall attend all meetings of the Board of Aldermen
and keep a correct journal of its proceedings and file and preserve
all papers and documents belonging to the Board of Aldermen, upon
which shall be endorsed a sufficient history of all proceedings had
thereon; and the City Clerk shall keep a correct, full and explicit
record of all the proceedings of the Board of Aldermen.

The City Clerk shall prepare blank licenses for all purposes
for which licenses are required to be issued and, when required, the
City Clerk shall cause the license to be issued signing his/her name
and affixing the corporate Seal of the City thereto and he/she shall
keep a full and complete account with the City Clerk for the licenses
and the amount of the license tax thereon.
