A. No
person employed by the City, or seeking employment, shall be appointed,
promoted, demoted, removed or in any way favored or discriminated
against because of age, race, creed, color, marital status, national
origin, political opinion or affiliation, religion, sex or handicapped
status.
B. No
person seeking employment or promotion shall either directly or indirectly
give, render or pay any money, service or other valuable thing to
any person for, or on account of, or in connection with an employment
test, appointment, proposed appointment, promotion or proposed promotion.
C. No
employee of the City shall make any contribution to campaign funds
of any candidate for office of Mayor or Board of Aldermen in the City
of Frontenac, nor shall any employee campaign for or publicly support
the candidacy of any individual for the office of Mayor or Board of
Aldermen of the City of Frontenac.
D. No
employee, either full or part-time, of the City, while on duty or
while in uniform that identifies the individual as an employee of
the City, shall:
1. Canvas on behalf of any candidate, political party or political issue,
2. Display a political picture, sticker, badge or button,
3. Attend a political rally, fund-raising function or other political
gathering,
4. Circulate or sign a political petition, or
5. Serve as an election judge or clerk.
E. No
employee of the City shall place, or allow to remain, upon a City
vehicle used by the employee in the course of employment, any political
picture, sticker, badge or button.
F. Nothing
in this Section shall be construed to restrict an employee's freedom
to express an opinion or exercise the right to vote.
G. No
employee of the City shall use City equipment, personnel, facilities
or resources to promote or help promote any civic, social, business
or political candidate, or any non-City of Frontenac purpose, without
the expressed written consent of his or her department head or, in
the case of an employee who is a department head, without the expressed
written consent of the Mayor and the Board of Aldermen.
H. No
employee of the City shall be allowed to smoke in the City's buildings
or vehicles.
I. This
Section shall apply to all employees of the City, including employees
in the classified service and all unclassified employees, as well
as all contractual employees and paid consultants. This Section shall
not apply to elected officials or residents appointed to serve on
City boards, commissions or committees.

The compensation of the various elected and appointed officers
and employees of the City shall be set by the Board of Aldermen by
ordinance; provided however, that the salary of an officer shall not
be increased during the time for which he/she was elected or appointed
unless the duties of that officer have increased by the addition of
duties which are not germane or are extrinsic to that office.
Every officer of the City and his/her assistants, and every
Alderman, before entering upon the duties of his/her office, shall
take and subscribe to an oath or affirmation before some court of
record in the County, or the City Clerk, that he/she possesses all
the qualifications prescribed for his/her office by law; that he/she
will support the Constitution of the United States and of the State
of Missouri, the provisions of all laws of this State affecting Cities
of the fourth class, and the ordinances of the City, and faithfully
demean himself/herself while in office; which official oath or affirmation
shall be filed with the City Clerk. Every officer of the corporation,
when required by law or ordinance, shall, within fifteen (15) days
after his/her appointment or election, and before entering upon the
discharge of the duties of his/her office, give bond to the City in
such sum and with such sureties as may be designated by ordinance,
conditioned upon the faithful performance of his/her duty, and that
he/she will pay over all moneys belonging to the City, as provided
by law, that may come into his/her hands. If any person elected or
appointed to any office shall fail to take and subscribe such oath
or affirmation, or to give bond as herein required, his/her office
shall be deemed vacant. For any breach of condition of any such bond,
suit may be instituted thereon by the City, or by any person in the
name of the City to the use of such person.

The duties of the various officers and employees of the City
shall be as prescribed by State law, specific provisions of this Code,
City ordinances and as required by the Board of Aldermen from time
to time.

time to time.
