The Chief of Police shall be the administrative head of the
Police Department charged with the enforcement of the rules and regulations
of the Department and the ordinances of the City.

The Chief of Police shall be appointed by the Mayor with the
approval of the Board of Aldermen and shall serve at the pleasure
of the Mayor and Board as provided by law.

A. No person
shall be appointed as a Police Officer of the City of Frontenac unless
he/she possesses all of the qualifications prescribed by law or ordinance
except that he/she need not be a resident of the City.
B. No person
shall be appointed to the Police Force who shall have been convicted
of or against whom any indictment may be pending for any offense the
punishment for which may be confinement in the State penitentiary;
nor shall any person be appointed who is of notoriously bad character
or who is not a citizen of the United States or who is not able to
read and write the English language or who does not possess ordinary
physical courage.

A. When
a Police Officer employed by the City is required by Missouri law
to receive special training as a condition of the employment, the
officer shall sign a "Police training agreement" and the Chief of
Police shall sign said agreement on behalf of the City of Frontenac,
which agreement shall contain the following provisions:
1. The
City will pay all of the fees and expenses in connection with the
training and will pay the officer's salary during said training period.
2. The
officer will devote his/her full time to the training program and
will diligently perform all assignments made in connection with said
training.
3. If the
officer should resign his/her employment as a Police Officer at any
time within twelve (12) months after the completion of said training
program, he/she will reimburse the City the full amount of all fees,
expenses and salary paid by the City in connection with the training,
and the sum owing may be deducted from any compensation due the officer.
4. If the
officer should resign his/her employment as a Police Officer at any
time after twelve (12) months but before twenty-four (24) months have
elapsed since the completion of the training, he/she will reimburse
the City one-half (½) of the amount the City paid for fees,
expenses and salary in connection with said training, and the sum
owing may be deducted from any compensation due the officer.

The Police Officers shall have all powers and duties as are
prescribed by State law.

No person shall willfully fail or refuse to comply with any
lawful order or direction of a Police Officer or Fire Department Official.

A. The Chief
of Police and the Police Officers, when on duty, shall wear uniforms
and shields or emblems as prescribed by the City.
B. The City
Treasurer is hereby authorized to credit each Police Officer of the
City an amount not to exceed the budgeted amount allocated to each
Police Officer for the purpose of procuring and maintaining his/her
uniforms and equipment. Such budgeted amount shall be designated for
purchase by a City purchase order or warrant authorized and approved
by the City.
C. All equipment
purchased by the City under this Section, when purchased by the City
or by each and every Police Officer, shall be designated as the property
of the City. All equipment now in the possession of each Police Officer
designated as necessary equipment and uniform for the City shall be
the property of the City.
