The Mayor shall be the chief executive and administrative officer
of the City. He shall:
A. Enforce the Charter and ordinances of the City.
B. Supervise all of the departments of the City government.
C. Require each department to make an annual report and such other reports
of its work as he may deem desirable.
D. Appoint all officers and employees for whose election or appointment
no other provision is made by Charter or ordinance.
E. From time to time, make such recommendations for action by the Council
as he may deem in the public interest.
F. Report annually, at the beginning of the year, to the Council and
the public on the work of the previous year and the condition and
requirements of the City government for the current year.
G. Appoint Judges of the Municipal Court, with the advice and consent
of the Council, as provided in N.J.S.A. 2A:8-5, and appoint such additional clerical assistants as may
be necessary to the Municipal Court and to supervise and perform such
administrative duties as may be necessary for the proper functioning
of such Court.
H. Supervise and direct all necessary public City and public relations
functions of the City.
I. Perform such other duties as the provisions of this chapter or other
provisions of this Code of the City of Camden may require or as may
be prescribed by other ordinances of the City.
J. Exercise any act empowered under law to preserve and protect the
public health, safety and welfare.
K. Appoint, with the advice and consent of City Council, the members
of the various boards, commissions and authorities created by law
or ordinance.

L. Create advisory bodies which the Mayor deems necessary and convenient
and to appoint the members of those advisory bodies.

M. Organize ad hoc working groups of City employees to perform special
projects.

N. Organize and supervise tasks not specifically assigned to the various
departments.

A. The administrative, functions, powers and duties of and duties of
the City, other than those vested in the Office of the Municipal Clerk
and the Tax Assessor, are allocated and assigned among and within
departments established or constituted by this chapter as follows:
(1) The Department of Administration.
(2) The
Department of Finance.
(3) The Department of Planning and Community Development.
(4) The Department of Public Works.
(5) The Department of Community Services.
(9) The Department of Code Enforcement.
A Business Administrator shall be appointed as provided by the
Charter. He shall be chosen solely on the basis of his executive and
administrative qualifications, with special reference to his actual
experience in or his knowledge of accepted practice in respect to
the duties of his office, as hereinafter set forth. Under the direction
and supervision of the Mayor, the Business Administrator shall:
A. Be responsible for the daily supervision of all departments
and department directors who shall report directly to him/her.

B. Assist the Mayor in the preparation of the City budget and otherwise
as the Mayor may require.
C. Create, promulgate and enforce rules regarding the efficient
operation of the City government.

D. Coordinate the activities of the various departments to achieve maximum
efficiency of the City government.

E. Maintain a continuing review and analysis of budget operations, work
programs and costs of municipal services and the general financial
situation of the City government.
F. Serve as head of the Department of Administration, as set forth herein.

G. Perform such other duties as other provisions of this chapter or
other provisions of this Code of the City of Camden may require or
as the Council may otherwise prescribe.
H. Administer a centralized purchasing system.

I. Develop and administer a sound personnel system.

Department and office heads shall be appointed and removed as
provided by the Charter. Under the supervision of the Business Administrator
and subject to the Charter and this chapter, each department and office
head shall:
A. Subject to the provisions of Title 11, Civil Service, of the New
Jersey Statutes Annotated, appoint subordinate officers and employees within the
respective departments and offices and may, with the approval of the
Mayor, remove such officers and employees.
B. Prescribe the internal organization of the department or office.
C. Assign functions, powers and duties to subordinate officers and employees
within the department or office and modify such assignments in the
interest of effective administration.
D. Direct and supervise the work of the department or office and its
employees through the divisions established by this chapter and such
other organization units as the department or office head may find
necessary or desirable.
E. Delegate to division heads such of his powers as he may deem necessary
for efficient administration.
F. Report, at least annually, to the Mayor and Council, in such form
as shall be approved by the Business Administrator, on the work of
the department or office during the preceding year.
