The Board of Aldermen may impose a fee upon every resident of the City, or any person who is domiciled in the City for more than thirty (30) days, and who owns, leases or otherwise exercises dominion over a motor vehicle required to be licensed by the State, which motor vehicle is principally garaged or parked when not in use in the City and which motor vehicle is operated or driven on any public street, alley or highway in the City for any purpose, a motor vehicle license fee. In the event the Board imposes such fee every resident and such other persons as enumerated above shall obtain for such motor vehicle and such motor vehicle shall bear a license issued by the City. Vehicles owned by the United States Government, the State, the County, the City, a fire protection district, or a school district shall be exempt from the provisions of this Article.
