The Board of Aldermen may impose
a fee upon every resident of the City, or any person who is domiciled
in the City for more than thirty (30) days, and who owns, leases or
otherwise exercises dominion over a motor vehicle required to be licensed
by the State, which motor vehicle is principally garaged or parked
when not in use in the City and which motor vehicle is operated or
driven on any public street, alley or highway in the City for any
purpose, a motor vehicle license fee. In the event the Board imposes
such fee every resident and such other persons as enumerated above
shall obtain for such motor vehicle and such motor vehicle shall bear
a license issued by the City. Vehicles owned by the United States
Government, the State, the County, the City, a fire protection district,
or a school district shall be exempt from the provisions of this Article.

The period for which a motor vehicle license is issued pursuant to Section
385.090 shall be from January 1 to December 31 of each calendar year.

A. It shall be the duty of the City Collector
to furnish each owner registering a motor vehicle in accordance with
this Article with a registration form free of charge, which form shall
maintain a number corresponding to the registration number on the
sticker which is to be issued to such owner by the City. It shall
thereupon be the duty of such owner to affix such sticker in the lower
right-hand corner of the inside of the glass part of the front windshield
of such motor vehicle, approximately one (1) inch from the right and
lower section of the frame of such windshield, and such sticker shall
be kept on such windshield during the time for which the motor vehicle
is registered; provided, that only current stickers shall be displayed.
Upon the filing of an affidavit with the City Collector by the owner
concerning the loss or destruction of the license sticker issued to
the owner under this Article, a duplicate or substitute sticker may
be obtained by paying to the City a fee of fifty cents ($0.50).
B. The City Collector shall designate the location where the license sticker shall be affixed on other motor vehicles as specified in Section
385.090.

The annual registration fee for a
motor vehicle pursuant to this Article shall be two dollars ($2.00)
and no prorating shall be permitted if such vehicle is registered
at any time after January 1 of each year. Any person age
sixty-two (62) or over shall be exempt from the registration fee specified
but shall be required to apply for, receive and display the license
sticker as specified in this Article. Proof of age shall be determined
from the owner's State driver's license. Also, any person who has
proof of disabled veteran State plates (DV) shall be exempt from the
registration fee specified but shall be required to apply for, receive
and display the license sticker as specified in this Article.

All fees received by the City for
registration of motor vehicles pursuant to this Article shall be placed
in the General Fund of the City.

Upon the transfer of title or ownership
of any motor vehicle registered in the City the registration shall
expire on the date of such transfer of ownership or title, and the
City registration sticker or license therefore issued to such motor
vehicle shall be removed therefrom within five (5) days; provided,
that upon such transfer of ownership or title, the person to whom
the registration sticker was issued may register another motor vehicle
under another number by paying a transfer fee of fifty cents ($0.50).

Upon purchase of a motor vehicle,
a resident shall have thirty (30) days to purchase a registration
sticker and to properly affix such sticker upon the motor vehicle.

No officer or employee of the City
shall issue any motor vehicle registration sticker to any person who
cannot establish by clear and convincing proof that he/she is not
delinquent in any City personal property taxes.

It shall be unlawful for any person
to operate any motor vehicle required to be licensed and registered
with the City on and over the public streets, alleys and highways
within the City without complying with this Article, and any person
violating any provision of this Article shall be deemed guilty of
an ordinance violation.
