Regular meetings of the Governing Body shall be held on the
third (3rd) and fourth (4th) Wednesdays of each month at the hour
of 7:00 P.M. or as determined by the City Council and adjourned meetings
at any other time they deem proper. In the event that a regular meeting
date is a State or national holiday, then the meeting shall be held
on the next secular day thereafter that is not a legal holiday.

Special meetings shall be called by the Mayor or acting Mayor,
on the written request of any three (3) members of the Council, specifying
the object and purpose of such meeting and entered at length on the
journal.

A quorum for conducting business shall consist of a majority
of the members of the Council, but a minority may adjourn from day
to day.

A. The
current Code of Procedure for Kansas Cities, prepared by the League
of Kansas municipalities, is hereby adopted by reference.
B. No
less than three (3) copies of the Code of Procedure for Kansas Cities,
First Edition, prepared by the Kansas League of Municipalities shall
be marked or stamped "the Official Copy as Incorporated by Ordinance
1277" and to which shall be attached a copy of the incorporating ordinance
and filed with the City Clerk to be open to inspection and available
to the public at all reasonable business hours.
C. The
provisions of the Code of Procedure for Kansas Cities, First Edition,
Section 12, Order of Business, shall be amended as follows:

Section 12. Order of Business. At the hour
appointed for the meeting, the Mayor shall call the meeting to order.
In Council Cities, the President of the Council shall chair the meeting
in the absence of the Mayor. Upon having a quorum present, the Governing
Body shall proceed to business, which shall be conducted in the following
order

D. The
provisions of the Code of Procedure for Kansas Cities, First Edition,
Section 13, Consent Agenda, shall be amended as follows:
Section 13. Consent Agenda. A member of the
public or one (1) member of the Governing Body may remove any item
from the consent agenda and such item shall be considered separately.
E. The
provisions of the Code of Procedure for Kansas Cities, First Edition,
Section 33 shall require five (5) affirmative votes of the Council
to pass ordinary ordinances.
F. The
provisions of the Code of Procedure for Kansas Cities, First Edition,
Section 35 shall require six (6) votes of the Council members to override
the Mayor's veto.
G. The
provisions of the Code of Procedures, Kansas Cities, First Edition,
Section 37 shall require six (6) affirmative votes for the Governing
Body to pass Charter ordinances.
