No temporary or incomplete building, nor any automotive equipment,
trailer, recreational vehicle, converted bus, garage or appurtenances
incident to a family dwelling, shall be erected, maintained or used
for residence purposes.

No temporary or outwardly incomplete building or structure,
no open excavation for a basement or foundation and no building or
structure so damaged as to become unfit for use or habitation shall
be permitted, maintained or remain in such condition for more than
six (6) months, except by special permission of the City Council.

No building material, construction equipment, machinery or refuse
shall be stored, maintained or kept in the open upon any lot, tract
or parcel other than in such districts as permitted in this Title
except during actual construction operations upon the premises or
related premises, provided the City Council may waive the requirement
in unusual cases for a limited time.

A. No
building, structure or premises shall be used for or occupied by any
of the following uses:
1. Junk yard or junk storage.
2. Slaughterhouses, commercial poultry dressing or processing establishment
where such use is primary and not incidental to a permitted use.

No inoperable or unlicensed vehicles or equipment or parts thereof
shall be permitted outside a building such that it can be seen from
any point off the site for a period exceeding seventy-two (72) hours.
Farm equipment kept on a farm or construction machinery kept on an
active construction site are excluded.
