The Personnel Manual prepared by the City of Strafford City Attorney and revised by the Board of Aldermen is hereby approved and adopted. A copy of the Personnel Manual is on file in the City offices.

A. 
No individual shall be employed by the City without first being the subject of an investigative background check.
B. 
The investigative background check referenced in Subsection (A) hereof shall be conducted by the Chief of Police of the City, or such other Police Officer of the City as may be designated by the Chief Of Police. If necessary, law enforcement agencies outside of the City's Police Department may be consulted, and may assist, in any investigative background check. Investigative background checks shall be conducted through the following computer systems and networks:

NCIC.
2. 
MULES.
3. 
DOR (Missouri Department of Revenue).
4. 
Missouri Case.Net.
If deemed necessary or advisable by the Chief of Police or his designant, the Interpol Computer System/Network may also be utilized in an investigative background check, together with any other available resource not otherwise prohibited by law.
C. 
In addition to utilization of those resources, systems and networks set forth in Subsection (B) hereof, the Chief of Police or his designant may also search and utilize the contents of any closed record under the provisions of Section 610.100 et. seq., RSMo., with respect to the investigative background check of any person who is an applicant for a position with the City's Police Department. Closed records may not be examined, or in any way utilized, with regard to a background check for any applicant for employment with the City other than applicants for a position with the City's Police Department.
