A fee of one hundred dollars ($100.00) plus one dollar ($1.00)
for each lot shall be paid to the City Clerk for each proposed subdivision
submitted for approval. This amount covers both the preliminary and
the final plat, if the final plat is presented to the Planning and
Zoning Commission within one (1) year of the presentation of the preliminary
plat. A renewal fee of twenty-five dollars ($25.00) shall be collected
for the re-approval of any preliminary plat presented after the one
(1) year period has expired.

Eight (8) black-line or blue-line prints of the preliminary
plat of the proposed subdivision, prepared by a Missouri registered
professional engineer and/or Missouri registered professional land
surveyor, shall accompany an application in writing to the Planning
and Zoning Commission for the tentative approval of the subdivision.

A. A vicinity
sketch at a scale of four hundred (400) feet or more to the inch shall
be drawn on or shall accompany the preliminary plat. The sketch shall
show:
1. All existing subdivisions and the street and tract lines or acreage
parcels of land, together with the name of record owners of such parcels
immediately adjoining the proposed subdivision;
2. The nearest existing highways and thoroughfares, streets and alleys
producing the most advantageous redevelopment of the entire neighborhood;
3. Section, range and township;
4. Any incorporation and/or district lines, such as school or sewer
districts, etc.

The horizontal scale of the preliminary plat shall be one hundred
(100) feet or less to the inch.

A. The
preliminary plat shall clearly show the following features and information:
1. Name. The proposed name of the subdivisions which
shall not duplicate or closely approximate the name of any other subdivision
of the City of Strafford.
2. Description. The legal description according to
real estate records of the Recorder of the County where located.
3. Owners of record. The names and addresses of the
owner or owners of record; the developer; the Missouri registered
professional engineer and the Missouri registered professional surveyor
who prepared the plat.
4. Abutting owners. The name of adjacent subdivisions
and the names of record owners of adjacent parcels or unplatted land.
5. Boundary lines. The boundary lines, accurate in
scale, of the tract to be subdivided.
6. Streets — other features. The location, widths
and names of all existing or platted streets or other public ways
within or adjacent to the tract and other important features such
as existing permanent buildings, large trees and watercourses, railroad
lines, corporation and township lines, utility lines, etc.
7. Existing utilities. Existing sewers, gas, telephone,
water mains, culverts and other underground structures with the tract
immediately adjacent thereto with approximate pipe sizes and grades
indicated.
8. Topography. Contours, normally with intervals of
five (5) feet or less.
9. Proposed design — street, drainage, etc.
a. The layout, names and widths of proposed streets, alleys and easements;
b. The location of catch basins, culverts and other drainage structures;
c. The layout, numbers and approximate dimensions of proposed lots and
square footage of said lots. Proposed street names shall be established
to the satisfaction of the City Administrator and the approval obtained
by the U.S. Postmaster and shall not duplicate or closely approximate
any existing or platted street names in the City, except extensions
of existing streets.
10. Zoning. Zoning boundary lines if any, proposed uses
of property and proposed front yard setback lines.
11. North arrow, etc. North arrow, scale, date, title.
12. Area of subdivision. The total number of acres in
the subdivision shall be indicated.
13. Area and number of lots. The total number of lots
shall be indicated along with the area of the largest and smallest
lots. If the plat is for a cluster housing development, it shall show
the reduced lot sizes and the area to be maintained as perpetual open
space or common area.

A general statement describing proposed improvements and drainage
systems shall accompany the preliminary plat.
